    During the past 50 years, total enrollment at all levels has been going up steadily. As is shown in the line graph, the number of higher education students has increased by a factor of 14. When it comes to public expenditure on education, the poorer the region, the smaller the budget for public education. At all levels, public expenditure per student has generally remained the same in relation to the gross national product, with an exception of the least developed countries where public education expenditure has been gradually reduced from 2.8% in 1980 to 2% in 1997.
    From the analysis we can see that public expenditure on education has remained stable despite the steady rise in enrolment. Yet it is widely believed that greater investment is required to educate all students properly, including those from disadvantaged backgrounds. To solve the contradiction, the governments of all land need to raise more funds by all means. They may enlist the help of the private sector, for example. Indeed now it’s time to reinforce the position of the private sector in the educational market.
