NATO foreign ministers are meeting in Lithuania, the alliance’s first major gathering in a former Soviet republic. A dominant theme of the talk was expected to be a further expansion to include Ukraine. But some NATO diplomats are concerned that a rush towards entry would raise tensions with Russia. The American Secretary of State Rice who is in Lithuania for the meeting was also due to meet opposition leaders from neighboring Belarus.
