Four states—Alaska, Arizona, Vermont and Wyoming—do not require a permit at all, although three of them do helpfully issue them for use outside the state.     It will fall to the Senate to decide. John Thune, a Republican from South Dakota, says he is working on getting concealed carry through the chamber.
