NATO foreign ministers are meeting in Lithuania, the alliance’s first major gathering in a former Soviet republic. A dominant theme of the talk was expected to be a further expansion to include Ukraine. But some NATO diplomats are concerned that a rush towards entry would raise tensions with Russia.
