The possibility of all-out war in Kashmir loomed larger following the failure of frosty talks in New Delhi. Both India and Pakistan said they were ready for that prospect. In an effort to reduce tensions, U.S. and Russia urged Pakistan to pull its troops back from across the 1972 line of control that forms the actual border in the disputed Himalayan region. Pakistan maintains that Kashmiri "freedom fighters", not its own soldiers, are clashing with India forces on the steep slopes.
