The Taliban in Afghanistan has dismissed a NATO plan to withdraw troops from the country by the end of 2014. The Taliban said the plan was a sign of failure.  It said the plan would extend a meaningless and unwinnable war. NATO leaders agreed on the plan Saturday during a meeting in Portugal. They said by 2014, international troops will be only providing support in Afghanistan.

Another strong earthquake shook Chile early Friday. There are no immediate reports of damage or injuries. American scientists say the earthquake measured 6. 6. They said the quake was most intense in an area about 40 kilometers northwest of Concepcion. That city suffered major damage because of a powerful earthquake last Saturday. More than 800 people are known to have died.   Another quake measuring 6. 6 shook northern Chile late Thursday.
