For the past four years two huge diversion【C2】______ have been under way to bring water from the Yangzi River basin to northern China. The proposal castigated by the water minister, Wang Shucheng, on October 24th was even more grandiose.  It would【C4】______ the link to the Yalu Zangbu river, as the upper reaches of India’s Brahmaputra river are known in China. Mr Wang described this as "unnecessary, unfeasible and unscientific" (while stressing that this was his "academic" opinion). India must be relieved.

On October 20th Beijing published a five-year plan for economic and bureaucratic reforms in the capital. This called for water prices to reflect supply and the cost of delivery by 2010. The national government said earlier this year that it aimed to cut water consumption per unit of GDP by 30% in the same period.
