   中国环境污染问题的原因很多,但最主要的原因是能源结构不合理。中国是世界上最大的能源消耗国,消耗的百分之七十的能源是煤。去年中国生产和消耗了40亿吨左右的煤,占全球煤产量的一半以上。而我们都知道,煤是比较脏的能源,它排放的碳会造成严重的空气污染。
   中国政府很早就认识到环境污染对中国经济社会发展造成的严重后果,并采取了一系列措施来解决这个问题。我们采取的最主要的措施是改善能源结构,减少煤炭的消耗,大力发展水电、核电、太阳能发电以及风电等清洁和可持续使用的能源。
   在过去十年中,中国政府为了发展清洁能源投入了巨资,远超过其他任何国家。中国的水电发电能力居世界首位,中国的太阳能和风能发电的能力也居世界首位。中国现在有26个核电机组正在规划和建设中,居世界首位。这些措施已经开始取得效果,煤在能源结构中的比例正在下降。
   去年11月,中国国家主席习近平向全世界做出了一个庄严承诺:中国将在2030年停止碳排放的上升,此后将逐步减少碳排放。中国修改了环境保护法,将加大力度,打击环境犯罪。我们有充分信心,通过不懈努力,一定能够扭转环境恶化的趋势。

答案    Now, I want to talk to you briefly about China’s problems of environmental pollution and what we are doing to solve them. To be frank, severe environmental pollution is a pressing challenge China faces in promoting economic and social development. Since the Spring Festival last year, Beijing, China’s capital, and many large cities have been hit by heavy smog, which has adversely affected the health of several hundred million people. In many localities, smog has become a normal condition that people do not want to see. Of the 360 major cities in China, only 32 have met the national air quality standards.
   Many factors have contributed to China’s environmental problems, but the biggest one is its unbalanced energy structure. China is the largest energy-consuming country in the world, and coal accounts for 70 percent of its energy mix. Last year, China produced and consumed about 4 billion tons of coal, making up over half of the global total. We all know that coal is a rather dirty energy, and the carbon it emits causes serious air pollution.
   The Chinese government has long realized the grave consequences of environmental pollution to the country’s economic and social development, and it has taken a full range of measures to address this problem. The most important one is to improve the energy structure by reducing coal consumption and boosting the development of clean and sustainable energy such as hydro, nuclear, solar and wind power.
   During the past decade, the Chinese government has made huge investment in developing clean energy, far more than any other country. China’s hydropower generating capacity is the world’s largest, so is its generating capacity of solar and wind power. Now 26 nuclear power generators are either planned or constructed in China, being No.l in the world. All these measures have produced results, and the share of coal in China’s energy mix is going down.
   In November last year, Chinese President Xi Jinping made a solemn commitment to the world that China would stop its carbon emissions from growing by 2030 and gradually reduce them afterwards. China has also revised its environmental protection law to tighten crackdown on environmental crimes. We are fully confident that by making unremitting efforts, we will certainly reverse the trend of environmental degradation.
