At a conference in Vienna, Friday, 89 nations agreed to restrictions on atomic devices, aiming to reduce the threat from nuclear terrorism. The delegates adopted a draft amendment from China tightening aspects of the 1980 Convention on the Physical Protection of Nuclear Material. The amended convention will make it "legally binding" for states to protect all nuclear facilities and materials in use, storage or transport.
